Morse RCMP stops speeding vehicle, locates and seizes illicit drugs and loaded handgun
On April 12, 2022 at approximately 2:30 p.m., a Morse RCMP officer observed a white car travelling on Highway #1 at 159 km/hr in a 110 km/hr zone. The officer activated their emergency equipment and stopped the vehicle.
As a result of investigation, which included a subsequent search of the vehicle, officers located and seized various amounts of suspected oxycodone, morphine, methadone, codeine and cocaine.
Officers arrested and charged three occupants of the vehicle. One had a loaded handgun in his jacket pocket, which the officer located and seized. Investigation determined he did not hold an appropriate license or certificate to possess it.
Matthew O’Connor (DOB: 2001-01-24) of Winnipeg, MB is charged with:
- 1 count, without lawful excuse, transport a restricted firearm in his pocket thereby contravening Section 5 of the Storage, Display, Transportation and Handling of Firearms by Individuals Regulations, contrary to Section 86(2) of the Criminal Code.
- 1 count, have in his possession a weapon, to wit: restricted firearm, for a purpose dangerous to the public peace, contrary to Section 88(1) of the Criminal Code.
1 count, not being authorized under the Firearms Act to carry concealed a weapon, to wit: restricted firearm, did carry it concealed contrary to Section 90 of the Criminal Code.
1 count, possess a firearm, to wit: restricted firearm, without being the holder of a licence under which he may possess it contrary to Section 91(1) of the Criminal Code.
1 count, have in his possession a prohibited device, to wit: firearm magazine, knowing that he was not the holder of a licence under which he may possess it contrary to Section 92(2) of the Criminal Code.
1 count, was an occupant of a motor vehicle in which he knew there was at that time a restricted firearm, contrary to Section 94 of the Criminal Code.
1 count, possess a loaded restricted firearm and was not the holder of an authorization or licence under which he may possess the said firearm in that place contrary to Section 95(a) of the Criminal Code.
1 count, possess a substance included in Schedule I to wit: Oxycodone for the purpose of trafficking contrary to section 5(2) of the Controlled Drugs and Substance Act.
1 count, possess a substance included in Schedule I to wit: Morphine for the purpose of trafficking contrary to section 5(2) of the Controlled Drugs and Substance Act.
1 count, possess a substance included in Schedule I to wit: Methadone for the purpose of trafficking contrary to section 5(2) of the Controlled Drugs and Substance Act.
1 count, possess a substance included in Schedule I to wit: Cocaine for the purpose of trafficking contrary to section 5(2) of the Controlled Drugs and Substance Act.

He also received tickets for speeding and not possessing a valid driver’s license.
All three have appeared in court and were remanded into custody to appear in Swift Current Provincial Court on April 20.

The officer’s keen sense of observation during the traffic stop led to more than just a speeding ticket – we’ve now taken a loaded handgun and illicit drugs off the streets.”
